Sprout Tower is a three story training dungeon in Violet City.
It's also a tall and wobbling pagoda, run by Buddhist monks who train Pokémon, all the while teaching people that all living beings coexist through cooperation. These monks mostly train Bellsprout, although occasionally use Hoothoot.
Many people believe that a hundred-foot Bellsprout was used to make the central pillar.

Strategy
"It is recommended to use a Bug type Pokemon, since Grass moves like Vine Whip are not effective against Bug types.
You can catch some bugs like Caterpie/Metapod and Weedle/Kakuna in Route 30/31, and you're on your way!"
